Robert Reich: Manufacturing Illusions

Suddenly, manufacturing is back -- at least on the election trail. But don't be fooled. The real issue isn't how to get manufacturing back. It's how to get good jobs and good wages back. They aren't at all the same thing.

Republicans have become born-again champions of American manufacturing. This may have something to do with crucial primaries occurring next week in Michigan and the following week in Ohio, both of them former arsenals of American manufacturing.

Mitt Romney says he'll "work to bring manufacturing back" to America by being tough on China, which he describes as "stealing jobs" by keeping value of its currency artificially low and thereby making its exports cheaper.

Rick Santorum promises to "fight for American manufacturing" by eliminating corporate income taxes on manufacturers and allowing corporations to bring their foreign profits back to American tax free as long as they use the money to build new factories.

President Obama has also been pushing a manufacturing agenda. Last month the president unveiled a six-point plan to eliminate tax incentives for companies to move offshore and create new lures for them to bring jobs home. "Our goal," he says, is to "create opportunities for hard-working Americans to start making stuff again."

Meanwhile, American consumers' pent-up demand for appliances, cars, and trucks have created a small boomlet in American manufacturing -- setting off a wave of hope, mixed with nostalgic patriotism, that American manufacturing could be coming back. Clint Eastwood's Super Bowl "Halftime in America" hit the mood exactly.

But American manufacturing won't be coming back. Although 404,000 manufacturing jobs have been added since January 2010, that still leaves us with 5.5 million fewer factory jobs today than in July 2000 -- and 12 million fewer than in 1990. The long-term trend is fewer and fewer factory jobs.

Even if we didn't have to compete with lower-wage workers overseas, we'd still have fewer factory jobs because the old assembly line has been replaced by numerically-controlled machine tools and robotics. Manufacturing is going high-tech.

Bringing back American manufacturing isn't the real challenge, anyway. It's creating good jobs for the majority of Americans who lack four-year college degrees.

Manufacturing used to supply lots of these kind of jobs, but that was only because factory workers were represented by unions powerful enough to get high wages.

That's no longer the case. Even the once-mighty United Auto Workers has been forced to accept pay packages for new hires at the Big Three that provide half what new hires got a decade ago. At $14 an hour, new auto workers earn about the same as most of America's service-sector workers.

GM just announced record profits but its new workers won't be getting much of a share.

In the 1950s, more than a third of American workers were represented by a union. Now, fewer than 7 percent of private-sector workers have a union behind them. If there's a single reason why the median wage has dropped dramatically for non-college workers over the past three and a half decades, it's the decline of unions.

How do the candidates stand on unions? Mitt Romney has done nothing but bash them. He vows to pass so-called "right to work" legislation barring job requirements of union membership and payment of union dues. "I've taken on union bosses before," he says, "and I'm happy to take them on again." When Romney's not blaming China for American manufacturers' competitive problems he blames high union wages. Romney accuses the president of "stacking" the National Labor Relations Board with "union stooges."

Rick Santorum says he's supportive of private-sector unions. While in the Senate he voted against a national right to work law (Romney is now attacking him on this) but Santorum isn't interested in strengthening unions, and he doesn't like them in the public sector.

President Obama praises "unionized plants" -- such as Master Lock, the Milwaukee maker of padlocks he visited last week, which brought back one hundred jobs from China. But the president has not promised that if reelected he'd push for the Employee Free Choice Act, which would make it easier for workers to organize a union. He had supported it in the 2008 election but never moved the legislation once elected.

The president has also been noticeably silent on the labor struggles that have been roiling the Midwest -- from Wisconsin's assault on the bargaining rights of public employees, through Indiana's recently-enacted right to work law -- the first in the rust belt.

The fact is, American corporations -- both manufacturing and services -- are doing wonderfully well. Their third quarter profits totaled $2 trillion. That's 19 percent higher than the pre-recession peak five years ago.

But American workers aren't sharing in this bounty. Although jobs are slowly returning, wages continue to drop, adjusted for inflation.

The fundamental problem isn't the decline of American manufacturing, and reviving manufacturing won't solve it. The problem is the declining power of American workers to share in the gains of the American economy.

Iran announces nuclear advances but offers new talks (Reuters)

TEHRAN (Reuters) ? Iran proclaimed advances in nuclear know-how, including new centrifuges able to enrich uranium much faster, a move that may heighten its confrontation with the West over suspicions it is seeking the means to make atomic bombs.

Tehran's determination to pursue a nuclear program showed no sign of wavering despite Western sanctions that are inflicting increasing damage on its oil-based economy.

"The era of bullying nations has passed. The arrogant powers cannot monopolize nuclear technology. They tried to prevent us by issuing sanctions and resolutions but failed," President Mahmoud Ahmadinejad said in a television broadcast on Wednesday.

"Our nuclear path will continue."

But Iran's Arabic-language Al Alam television said the government had handed a letter to EU foreign policy chief Catherine Ashton expressing readiness to "hold new talks over its nuclear program in a constructive way."

An Ashton spokeswoman confirmed receipt of the letter, saying she was evaluating it and would consult the United States, Russia, China and other partners among the big powers.

Iran has long refused to negotiate curbs on its nuclear program, saying it is intended purely for civilian uses, including producing electricity for booming domestic demand.

The United States and Israel have not ruled out military action against Iran if diplomacy and sanctions fail.

Washington played down Iran's announcement, saying the advances were neither new nor very impressive. "We frankly don't see a lot new here. This is not big news. In fact it seems to have been hyped," a State Department spokeswoman said.

IRAN DENIES BANNING OIL EXPORTS TO EU

Iran's Oil Ministry denied a state media report that it had cut off oil exports to six EU states. "We deny this report ... If such a decision is made, it will be announced by Iran's Supreme National Security Council," a ministry spokesman said.

Iran's English language Press TV had said Tehran had halted oil deliveries to France, Portugal, Italy, Greece, Netherlands and Spain -- its biggest EU customers -- in retaliation for an EU ban on Iranian crude due to take effect in July.

The Islamic Republic is the world's No. 5 oil exporter, with 2.6 million barrels going abroad daily, about a fifth of it to EU countries.

Western sanctions are spreading to block Iran's oil exports and central bank financing of trade, and Tehran has resorted to barter to import staples like rice, cooking oil and tea, commodities traders say.

The Obama administration is putting pressure on the European Union and SWIFT, the global organization that facilitates most of the world's cross-border payments, to expel Iranian banks from its network, a new step in the push to deprive Iran of funds, a U.S. official said on Wednesday.

Expelling Iranian banks from the Belgium-based Society for Worldwide Interbank Financial Telecommunication would cut off one of Iran's few remaining avenues to do business abroad.

European banking regulators may meet SWIFT's board on Thursday to discuss the issue, two sources familiar with the matter said. SWIFT has said previously it is working to resolve the issue but is just a messaging system for its 10,000 users.

The most recent talks between world powers and Iran failed in January 2011 because of Tehran's unwillingness to discuss transparent limits on enrichment, as demanded by several U.N. Security Council resolutions passed since 2006.

The nuclear achievements proclaimed by Tehran involved a new line of uranium enrichment centrifuges and the loading of its first domestically produced batch of fuel into a research reactor that is expected to run out of imported stocks soon.

Tehran has for some years been developing and testing new generations of centrifuges to replace its outdated, erratic "P-1" model. In January it said it had successfully manufactured and tested its own fuel rods for use in nuclear power plants.

"FOURTH GENERATION" CENTRIFUGE

Ahmadinejad said the "fourth generation" of centrifuge would be able to refine uranium three times as fast as previously.

If Iran succeeded in introducing modern centrifuges for production, it could significantly shorten the time needed to stockpile enriched uranium, which can generate electricity or, if refined much more, produce nuclear explosions.

Last year, Iran installed two newer models for large scale testing at a research site near the central town of Natanz.

But it remains unclear whether Tehran, under increasingly strict trade sanctions, has the means and components to make the more sophisticated machines in industrial quantity.

"We have seen this before. We have seen these announcements and these grand unveilings and it turns out that there was less there than meets the eye. I suspect this is the same case," said Shannon Kile at the Stockholm International Peace Research Institute (SIPRI).

However, Ahmadinejad said Iran had increased the number of centrifuges at its main enrichment site at Natanz to 9,000.

In its last report on Iran, in November, the U.N. nuclear watchdog said there were 8,000 installed centrifuges at Natanz, of which up to 6,200 were operating.

France said Tehran's latest moves again demonstrated that it would rather ignore international obligations than cooperate.

A British Foreign Office spokesman said: "(This) does not give any confidence that Iran is ready to engage meaningfully on the international community's well-founded concerns about its nuclear program. Until it does so we'll only increase peaceful and legitimate pressure on Iran to return to negotiations."

Russia said global powers must work harder to coax concessions from Iran, warning that Tehran's willingness to compromise was waning as it makes progress toward the potential capability of building nuclear warheads.

Deputy Foreign Minister Sergei Ryabkov said U.N. sanctions and additional measures introduced by Western nations had had "zero" effect on Iran's nuclear program.

Iran has threatened retaliation for any attack or effective ban on its oil exports, suggesting it could seal off the main Gulf export shipping channel, the Strait of Hormuz, used by a third of the world's crude oil tankers.

NEW FUEL FOR RESEARCH REACTOR

State television aired live footage of Ahmadinejad loading Iranian-made fuel rods into the Tehran Research Reactor and called this "a sign of Iranian scientists' achievements."

The Tehran reactor produces radio isotopes for medical use and agriculture. Iran says it was forced to manufacture its own fuel for the reactor after failing to agree terms for a deal to obtain it from the West.

In 2010, Iran alarmed the West by starting to enrich uranium to a fissile purity of 20 percent, saying this was for reprocessing into special fuel for the Tehran reactor.

A 3.5 percent level is enough to power nuclear power plants, and the move to 20 percent purity brought Iran significantly closer to the 90 percent needed for a nuclear warhead.

Analysts remained doubtful that Iran would be able to operate the research reactor with its own special fuel.

"As usual, the announcement surely is exaggerated. Producing the fuel plates ... is not so hard. But the plates have to be tested for a considerable period before they can be used safely in the reactor," said Mark Fitzpatrick of London's International Institute for Strategic Studies.

"If Iran is really running the reactor with untested fuel plates, then my advice to the residents surrounding the building would be to move somewhere else. It will be unsafe."

Spent fuel can be reprocessed into plutonium, the alternative key ingredient in atomic bombs. But Western worries about Iran's nuclear program have focused on its enrichment program, which has accumulated enough material for several bombs, in the view of nuclear proliferation experts.

Analysts say the fuel rod development does not bring Iran any closer to producing nuclear weapons, but could be a way of telling its enemies that time is running out for a negotiated solution to the dispute.

Iran appears to have overcome one serious recent obstacle to nuclear development by succeeding in neutralizing and purging the "Stuxnet" computer virus from its nuclear machinery, European and U.S. officials and private experts told Reuters. Many believe Israeli operators planted the virus.

Israel: Thai bombs similar to those in India blast

BANGKOK -- The homemade "sticky" bombs discovered in a Bangkok house after an accidental blast were similar to devices used against Israeli Embassy targets in India and Georgia, Israel's ambassador said Wednesday, building on his country's claims the incidents are part of a covert terror campaign by Iran.

Iran's Foreign Ministry spokesman Ramin Mehmanparast called the allegations "baseless," saying Israel was trying to damage its relations with Thailand and fuel "conspiracy" theories.

Thailand's government was struggling to piece together what a trio of Iranian men were plotting when a cache of explosives detonated by mistake in their home in Bangkok's busy Sukhumvit Road area a day earlier. Bomb disposal teams searched the Iranians' house again Wednesday looking for more evidence, while security forces were searching for an Iranian woman they said had originally rented it.

Two of the men were detained, and Thai immigration police chief Lt. Gen. Wiboon Bangthamai said a third suspect who fled the destroyed house escaped to Malaysia after boarding a flight bound for Kuala Lumpur on Tuesday night. He identified the man as Masoud Sedaghatzadeh, but had no other details.

Israel has accused Iran of waging a campaign of state terror and has threatened military strikes on Iranian nuclear facilities. Iran has blamed the Jewish state for the recent killings of Iranian atomic scientists and has denied responsibility for all three plots this week.

On Monday in New Delhi, an explosion tore through an Israeli diplomatic vehicle, wounding the driver and a diplomat's wife, according to Indian officials. On the same day in the former Soviet republic of Georgia, authorities say attackers planted an explosive device on the car of a driver for the Israeli Embassy, but it was discovered and defused before it went off.

Israeli Ambassador to Thailand Itzhak Shoha told The Associated Press in an interview that after Tuesday's blasts Thai police found and defused two magnetic bombs that could be stuck on vehicles.

"They are similar to the ones used in Delhi and in Tbilisi," Shoham said. "From that we can assume that there is the same network of terror."

That and the arrest of the two Iranians in Thailand "again leaves not too much room to assume who was behind it," Shoham said.

Late Tuesday, Israel's Channel 10 TV quoted unidentified Thai authorities as saying the captured Iranians confessed to targeting Israeli interests.

Thai police have named the Iranian pair in custody as Saeid Moradi, who lost at least one leg in a self-inflicted grenade blast as he tried to flee police, and Mohummad Hazaei, who was detained Tuesday as he tried to board a flight to Malaysia.

(AP) ? An Indonesian militant charged in the 2002 Bali terrorist attacks has told interrogators he spent weeks holed up in a rented house, painstakingly building a half-ton bomb using household items including a rice ladle, a grocer's scale and plastic bags.

A transcript of the Umar Patek's interrogation obtained by The Associated Press offers extraordinary detail of the Bali plot just days before Patek ? a radical Islamist once Southeast Asia's most-wanted bomb-making suspect ? goes on trial in Jakarta for his alleged role in the nightclub attack that killed 202 people.

Patek known as "Demolition Man" for his expertise with explosives, says he and other conspirators stashed the 1,540-pound (700-kilogram) bomb in four filing cabinets, loaded them in a Mitsubishi L300 van along with a TNT vest bomb. The van was detonated outside two nightclubs on Bali's famous Kuta beach on Oct. 12, 2002. Most of those killed were foreign tourists.

The suspect told police that a small explosion occurred when they were loading the bomb in a van, nearly derailing the plot, according to the transcript .

Although homemade bombs are easily assembled by militants all over the world, making such powerful devices as those used in Bali ? and using such unsophisticated equipment ? would have taken enormous amount of care and expertise.

Patek, 45, goes on trial Monday following a nine-year flight from justice that took him from Indonesia to the Philippines to Pakistan, reportedly in pursuit of more terrorism opportunities.

He was finally caught in January 2011 in the same Pakistani town where U.S. Navy Seals would kill Osama bin Laden just a few months later. Patek was hiding out in a second-floor room of a house in Abbottabad, a $1 million bounty on his head, when Pakistani security forces, acting on a tip from the CIA, burst in.

After a firefight that left Patek wounded, he was captured and extradited to Indonesia.

His capture was seen as a yardstick of the successes that Asian security forces, with U.S. help, have achieved against Jemaah Islamiyah, the al-Qaida-linked regional terror group blamed for the Bali bombings and several other attacks in Indonesia. All its other leaders have been executed, killed by security forces, or are on death row.

Patek is charged with premeditated murder, hiding information about terrorism, illegal possession of explosives and conspiracy to commit terrorism, and now faces a possible death sentence as well. The indictment also accuses Patek of providing explosives for a string of Christmas Eve attacks on churches in 2000 that claimed 19 lives.

Interviews with intelligence officials in Indonesia and the Philippines, the interrogation report and other documents obtained by the AP reveal the peripatetic life Patek led after the Bali attacks as he ranged widely and freely, often without passing through immigration checks, while allegedly passing along his bomb-making skills to other terrorists.

The interviewed officials spoke on condition of anonymity because they are not authorized to discuss intelligence matters with reporters.

Patek, whose real name is Hisyam bin Alizein, is the son of a goat meat trader. He went to computer school and learned English before being recruited into Jemaah Islamiyah by Dulmatin, a fellow militant who was gunned down by Indonesian police in March 2010.

After his arrest, Patek told his interrogators that he learned to make bombs during a 1991-1994 stint at a militant academy in Pakistan's Sadda province, and later in Turkhom, Afghanistan, where bomb-making courses ranged "from basic to very difficult."

He said he was living in Solo, Indonesia, when mastermind Imam Samudra approached him to make a bomb in Bali. He agreed and flew to Denpasar, Bali's capital, and was taken to a rented house.

"In one room of the house, I began to mix the explosive ingredients, which were already in the rental house," he said.

"For about three weeks, I made the explosive ingredients into black powder with the assistance of Sawad (a co-conspirator). For tools used in the mixing of the ingredients, I used (a) scale that will usually be used in a food store, rice ladle and plastic bags as containers."

Dulmatin separately worked on the electronic circuits, which were later attached as detonators to the bombs packed into the filing cabinets.

"When we were lifting the filing cabinets into the white L300 van, an explosion occurred which was caused by friction of the filing cabinet with the floor of the room, because the floor still had some leftover black powder on it," he said.

Patek left Bali a few days before the attacks were carried out.

Afterward, officials said, Patek and Dulmatin went to the Philippines and allegedly joined forces with the local extremist group Abu Sayyaf, spending the next several years training militants and plotting attacks, including against U.S. troops in the Philippines.

Meanwhile, Imam Samudra and two other masterminds of the Bali attacks ? brothers Amrozi Nurhasyim and Ali Ghufron ? were caught, tried and executed.

Patek returned to Indonesia in June 2009, living in various rented houses in Jakarta. He held several meetings with radicals and aspiring militants at home and held assault rifle and bomb-making training sessions at a beach in Banten near Jakarta.

But Patek's heart was set on going to Afghanistan to fight alongside the Taliban or other extremist groups, said Ansyaad Mbai, Indonesia's anti-terrorism chief.

He told the AP that Patek intended to continue his fight in a more defined battleground with a larger radical group, and refused Dulmatin's offer to become an instructor in a new militant camp in Indonesia's Aceh province.

"He wanted to fight with a larger extremist group, and Afghanistan was the ideal battleground for him," Mbai said.

But to reach Afghanistan, he would have to go to Pakistan first.

A police investigator said that a 37-year-old Pakistani in Indonesia, Nadeem Akhtar, helped Patek get a Pakistani visa from his embassy in Jakarta.

After Patek arrived in Lahore, a courier with links to al-Qaida then brought him to Abbottabad, possibly to meet with bin Laden.

Mbai did not rule out the possibility that Patek went to Abbottabad to not only gain a foothold into Afghanistan but also to obtain funds for setting up a militant training camp in Jolo in southern Philippines.

But before he could make much progress or meet bin Laden, he was caught.

Patek's trial not only seeks justice for the Bali bombings, but also is a coup for intelligence officials. He is believed to have valuable information about al-Qaida and its links with Jemaah Islamiyah, which was founded by Indonesian exiles in Malaysia in the early 1990s.

The Bali bombing remains JI's most spectacular attack. Though there have been several others since, but none as deadly. Analysts credit a crackdown that has netted more than 700 militants since 2000, including the death of several key leaders in police action.

The political leaders backing Greece's coalition government have ended their meeting after seven-and-a-half hours without an agreement on the austerity proposals of the so-called "troika" of bailout creditors ? the European Union, the European Central Bank and the International Monetary Fund.

LONDON ? Markets were cautious as investors waited for Greek political leaders to endorse an austerity plan that would allow the country to claim its second bailout.

The FTSE 100 index of leading British shares closed 0.2 percent lower while Germany's DAX fell 0.1 percent. The CAC-40 in France also ended 0.1 percent lower.

TOKYO ? In Asia, the Nikkei 225 index in Tokyo gained 1.1 percent, its highest finish since Oct. 28.

California Prop 8 ruling overturned (Politico)

The U.S. Court of Appeals for the Ninth Circuit Tuesday ruled unconstitutional Proposition 8, the 2008 California ballot measure that banned same sex marriage.

?Proposition 8 serves no purpose, and has no effect, other than to lessen the status and human dignity of gays and lesbians in California, and to officially reclassify their relationships and families as inferior to those of opposite-sex couples,? Judge Stephen Reinhardt wrote in the majority 2-1 opinion for the three-member panel.

The majority affirmed a lower court?s ruling, which drew on the Constitution and Supreme Court precedent in declaring that Proposition 8 violated the civil rights of people in same-sex marriages. The court?s ruling hinges on the fact that thousands of gays and lesbians were able to marry in California in the months leading up to the November 2008 vote on the ballot measure. The court found that there is a higher burden for removing rights that have already been awarded.

But same-sex marriages will not be able to resume immediately in California, since the court temporarily continued an order blocking them while litigation continues.

The Alliance Defense Fund, a self-described legal alliance of Christian attorneys focused on conservative social issues, immediately announced plans to appeal the decision.

The three-judge panel on the 9th U.S. Circuit Court of Appeals released its decision more than three years after Californians voted in favor of Proposition 8 ? banning same-sex marriages that had been legalized by a state Supreme Court ruling.

Reinhardt, appointed by President Jimmy Carter, was affirmed in his decision by Bill Clinton appointee Michael Daly Hopkins. N. Randy Smith, who was appointed by George W. Bush, dissented.

The panel heard oral arguments in the case more than a year ago ? and appeared in questioning to be leaning toward the decision it announced Tuesday ? but held off on a ruling after some conservative groups supporting Proposition 8 asked last spring that a lower court?s decision made by former Chief U.S. District Judge Vaughn Walker be struck down because he has since disclosed that he is in a long-term same-sex relationship himself.

All three judges on the circuit court panel said there was no evidence that Walker was biased in his decision or that he should have disclosed his sexuality before hearing the case.

White House press secretary Jay Carney declined Tuesday afternoon to comment on the ruling, but said ?the president has long opposed ? divisive and discriminatory efforts to deny rights and benefits to same-sex couples.?

President Barack Obama has not backed same-sex marriage, though he has repeatedly said that his views on the issue are ?evolving? and backed state votes like the successful legalization effort that took place last June in New York.

Opponents of the ban argued that Proposition 8 violates constitutional rights to due process and equal protection under the law. Supporters say it is constitutional and in line with what most Americans want.

The Alliance Defense Fund, which has been involved in representing Proposition 8 supporters, quickly attacked the court?s decision. ?No court should presume to redefine marriage. No court should undercut the democratic process by taking the power to preserve marriage out of the hands of the people,? the group?s senior counsel, Brian Raum, said in a statement. ?Americans overwhelmingly reject the idea of changing the definition of marriage.?

Californians voted 52.3 percent in favor of Proposition 8 when it was on the ballot in 2008.

In addition to the new additions to Canon's A-Series of digital cameras, the company is also giving more demanding consumers a similar outpouring of love with four additional shooters in the PowerShot family, which sport a diverse array of features such as WiFi connectivity, 20x optical zoom and rugged designs. Leading the charge for the ELPH lineup is the 530 HS. Along with the 320 HS, it features the ability to wirelessly upload images to Canon's online portal, where users may then post their latest captures to Facebook, Twitter and YouTube. The ELPH 530 HS features a 12x optical zoom lens paired with a 10 megapixel sensor and is expected to retail for $349 in April. Meanwhile, the 320 HS delivers a 5x optical zoom lens and a 16.1 megapixel sensor. It'll carry a $280 price tag and is set to hit stores in March. Both ELPH models feature Canon's DIGIC 5 image processor, capture 1080p video and include a 3.2-inch LCD touchscreen.

Those who roll Rear Window style may want to check out Canon's new SX260 HS, which packs a 25mm wide-angle lens that boasts up to 20x optical zoom. Like the latest ELPH's, it also offers the DIGIC 5 processor and captures 1080p video. Unique to the SX260 HS, it features GPS for location tagging and a burst shooting mode that captures a continuous 10.3 frames per second. It'll be available in March for $349 and is set to come in black, green and red finishes. Lastly, the D20 offers up a few ruggedized features for outdoor enthusiasts. It features underwater shooting abilities (including a specific macro mode), and is also said to be shock-proof and freeze-proof -- no mention of it tolerating heat, though. The D20 incorporates a 12.1 megapixel sensor, captures 1080p video and features a 5x optical zoom lens. It also offers GPS, but unlike the other cameras here, it uses the DIGIC 4 image processor.
